Programs That Support Dental Hygiene Care
Canadian Dental Care Plan (CDCP)
A national plan that covers professional hygiene services for eligible Canadians without private dental insurance.
Currently Eligible:
- Seniors aged 55 and over
- Adults with a valid Disability Tax Credit certificate
- Children under the age of 18
Upcoming Eligibility in May 2025:
- May 15: Adults aged 18 to 34
- May 29: Adults aged 35 to 54
Who Qualifies:
- Canadian residents with no access to private dental insurance
- Family net income below $90,000
Covers: Dental cleanings, exams, fluoride applications, gum disease prevention, and scaling. Coverage level depends on income.
Ontario Seniors Dental Care Program (OSDCP)
Provides free routine dental hygiene services for low-income seniors aged 65+ in Ontario.
Who Qualifies: Ontario residents 65+ with no private insurance and an income below $25,000 (single) or $41,500 (couple).
Covers: Dental cleanings, assessments, periodontal treatments, and preventative hygiene support.
Healthy Smiles Ontario (HSO)
Free dental hygiene care for children and youth from low-income households in Ontario.
Who Qualifies: Ontario residents under 18 meeting income criteria.
Covers: Exams, cleanings, fluoride treatment, hygiene education, and gum disease prevention.
Ontario Disability Support Program (ODSP)
ODSP provides coverage for essential dental hygiene services for eligible individuals with disabilities.
Who Qualifies: Ontario residents who qualify for ODSP benefits.
Covers: Routine cleanings, exams, fluoride, and periodontal treatments aimed at maintaining oral health.
Coordinating Coverage Between Programs
